Limit guest jobs to 1 Max

Me again hehe, now I want to limit the usage of jobs by a guest to 1 but I don’t have any idea on how to do this.
I’ve seen on the swagger this API/V1/job/all endpoint that returns some interesting information… But getting into a config will waste a lot of time since each bot will check if theres more than a job running by this user. Ideas?
